I would love to have an option to skip the superfluous stuff between plays. I don't need to see the infield throw the ball around the horn, etc.

Online Leagues: Add a checkbox to push all graphics

There should be a checkbox on the League File Center to push all graphics to the league file. Or a button to just mark all logos and uniforms as new/changed.

A few times a year someone in my online league has a problem or gets a new PC and has to set up OOTP. Whenever this happens I have to manually push out the whole package of logos, jerseys, etc.

Well the rotation stuff I'm not sure why that is affected by Player Strategy at all. That should be Team Strategy.

And by its very nature, there is no reason the AI should ever manage a setting...

That is not the case. Most of the Player Strategy screen becomes grayed out. My 6-man end-of-season rotation switches to a 5-man after a sim.
