1) You must be in commissioner mode to change league settings. I recommend creating a manager profile that does not have a job and make them the GM. You can use that profile to make league changes....

I think that report is based on how many top 100 prospects are in your organization. I currently have a 0 score on that report. I think it is because none of my prospects are in the top 100.

I cannot give specific advice. I always buy inexpensive computer systems and OOPT runs like a charm on all of them. My 6 year old laptop ran OOTP18 with no problems. I would not worry about it at all.
