Alternate/Fantasy Jersey scripts for MLB cities

Absolutely. Just set up your HS feeder league without any other leagues and you have your desired setup. It won't be feeding anything so the players should get released when the age requirement is up...

I wouldn't. I've considered running a league like this and, I would run feeder leagues for that, otherwise your playing rating not stats. Although I haven't witnessed how scouts would react to this...
