If Historical, I would set it lower, since you generally don't have enough players in your minors to fill in for your injured players.

Pretty sure you only lose the pick for the first FA you sign. So the most you can lose is 2 picks, a 1st rounder for a Type A and a 2nd rounder for a Type B, no matter how many players you sign.

FWIW, 60 cycles during the time that you are talking about isn't an outrageous number. There were approx 45 cycles hit from 1901-1928 (28 seasons), so you are basically talking about 15 extra cycles...
