For those that ever encounter this the work around seems to be , force End-task your OOTP 25 game, then go back in, go to your league settings...

I can confirm that the AI also doesn't purchase Negro league players when the Color Barrier is removed in 1947, so something is definitely up with that for this version. Not sure if that's intended...
