AI does not purchase players in Minors or Negro Leagues for Historical Leagues

If you start an historical league and before the 1940s, when well-known players are entering the league with their historical minor league time like Joe DiMaggio, Paul Waner, Ernie Lombardi, Tony Lazzari, Lefty Gomez, etc... The AI won't purchase these players like they have done so in past versions.

the Human player can still purchase players, but not the AI, from what I read this has been a bug since last year's version of the game with OOTP 24. (which I didn't play)

This also applies to Negro Leagues as well, when the color barrier breaks in 1947, the AI will not purchase any players from there either, even though they have the funds to purchase them.

To piggyback on this, the AI will also not purchase players that they probably would that exist in Independant Leagues and I suspect its really just not attempting the action at all
