Scout Error - All Prospects rated the same

In a league my scout rates all players (my team, draft pool, other teams) as 1 start or 20, etc. depending on setting.

I've changed scouts. Turned scouting on./off and no changes.

League file uploads to 8% than resets

I'm new to OOTP, but an online league was progressing fairly well until the league file wasn't able to upload.

It always progresses to 8% and then restarts.

I'd like to start an online league where 2 human players take over expansion teams and the rest of the teams are managed by AI.
