This suggests to me that much more that it is unintended game design...

It turns out the change numbers thing was a bug...

It turns out the change numbers thing was a bug of some kind that was resolved the next time I opened the game. My apologies for the false alarm. It's still a bug, but easily overcome. Just restart....
