Running the game in Commish mode. Is it possible to set it up in a way that I have to approve all trades before they go thru(when the teams are under AI control)?

Downladed and started a game. Found that alot of players were retired ingame? What causes this? For example: Started game in 1988. Ken Griffey Jr is retired when the game begins.
