Can't force trades in Commissioner Mode

Trying to set up a game. Made several mistakes in setting up the affliations of some of the minor legue teams. (Had the different teams at various levels assigned to the wrong Majors team>The New Yorks and Chicagos )

In trying to fix the mistake, I figured out that I was unable to 'force' a trade. I have it set up in commissioner mode. I have followed the online Manual and went thru the steps several times. But I am obviously missing something that prevents me from taking over the teams in my game.

Any thoughts on what I have done wrong? Many thanks!

I'm not looking at the game right now but are you choosing "Act as (insert team name)" when you are trying to make these moves? You need to be in commish mode AND using the "act as" function.
