Is scouting actually going to be useful?

In OOTP 12, scouting is a mess. Increasing the budget doesnt increase results, and player rating swing wildly for no real reason. Just wondering if scouting will be fixed in this new game.

Anyone get something like this? I do, and I have to press enter for the game to simulate each day. Then it crashes. I just paid the money to play, can anyone tell me if there is a way to fix this?
