Is scouting actually going to be useful?

In OOTP 12, scouting is a mess. Increasing the budget doesnt increase results, and player rating swing wildly for no real reason. Just wondering if scouting will be fixed in this new game.

That part is called talent change randomness, and you can change it on the Game Setup > Player/Picture Options to your taste.

Hit it right on the head. I personally set mine to 50. I know some who like it at 25 and some who like it at default.

50 just "feels" right to me. Experiment and see what feels right to you.

Sometimes it is somethings it isn't. If it is AA or AAA guys who have been in your org for a while it is talent change. When a 5 star draftee becomes a 1 star it is more likely scouting just updated their view to something more correct. Sometimes ratings change drastically for no apparent reason but the real reason is they are now in your org and as time goes by these guys will get scouted more accurately.

At least it would be nice to get updates on players. On each scouting report, it should basically link to the previous report and say why it's different. Maybe he dropped because of an injury, or it's a different scout, or just the scout doesn't like him as much anymore, but it would be good to give us something.

I mainly use the ratings (on 20-80 for me) as a starting point and then decide off stats anyway, so it's not the biggest deal for me. A better notification of changes would be nice though.
