Rule 5 Eligible, But Not

Jumoke Neemaka is rule 5 eligible from the player screen, transaction screen and the rule 5 eligible report, but is not listed and therefore selectable in the rule 5 screen. Any idea why? He is not on the DL, waivers, or DFA.

We just found out it's an entire team. The only thing special about the team I think is that it is the last in the league ID-wise. Any ideas?
