Where to add new fictional nation and its cities?

I apologize in advance, but I can't seem to find an updated answer...

I downloaded OOTP25 from Steam. I've not created a game yet.

I'm going to be creating a fictional world with one nation (at the moment). I have a list of cities for that nation. But when I look at the OOTP 24 manual (the latest manual??) "The Nations File" page states "The nations.txt file is a list of all the nations used in OOTP, located in the datadatabase directory in your OOTP installation directory." Except there's no such file in data/database! Where do I add my new nation?

Re: cities, "The Cities File" says "Cities.txt is a list of almost 90,000 real-world cities, including almost every city in the world with a population of greater than 1,000. It is located in the datadatabase directory in your OOTP installation directory." Except, once again, I see no such file in data/database.

Can someone point me in the right direction? I know how to structure the text files. But where in the file folders can I add a new nation and 100+ new cities? Thank you.

Welcome to OOTP. Check out the names subforum, where many of us who have been editing names for a long time hang out. It's more complicated now to edit names than it used to be, because all of the names are in an XML File. The simplest thing for you to do would be to take over one of the many dormant territories in-game and repurpose it for your new fictional name and then use an existing nameset or edit one. This would save you the trouble of accidentally screwing something up unwittingly in the xml file which can be very particular about spaces and line breaks.

There's some threads on how to edit a nation though and many folks who have shared their own fictional names in the past that you might be able to fork for your own personal usage.

Thanks for the advice darkcloud4579! Please forgive me for not noticing that subforum.

EDIT: This is just another example of why the manual needs to be updated. It has completely incorrect, outdated guidance on this issue.
