OOTP25 really needs to allow role flexibility for pitchers

This is something that happens a lot in real life that OOTP cannot currently model because pitcher stamina is fairly static.

It could work something like this... currently starters get a buff to their performance when they pitch in relief.

By the same token, relievers should get a buff to their stamina (at the cost of their performance) when they start games. Every major-league pitcher should be able to start and go 5-7 innings if needed. The downside is they won't be as effective, which is probably why they were moved to the bullpen in the first place.

This would have a negative effect for players who want to employ openers. There shouldn't be a buff against a pitcher who can likely only be effective for 1-2 innings when starting.

This already exists in the game, in essence. You can more or less use anybody as a starter at least once and perhaps even twice through the order but guys with less than 3 quality pitches get a severe debuff after that (I think guys who are basically 1 pitch pitchers get a big debuff after the first time through). This might not be reflected in looking at their stuff but it's definitely reflected in game results.

What is missing, though, is the transition between the roles.

Currently, you can take a guy who has been middle relief all season and he can go out and throw 7 innings without any build-up.

Yeah, I don’t know how you’d do this… right now you can just kind of pretend it’s the case that a guy had a throw day when you drop him into the rotation and you’re set to go. Generally, there are reasons why you put players on relief, though, and the fact that they can’t go 7 is usually up there, whether that’s straight stamina or number of pitches.

I think you could create a dynamic rating that controls how "stretched out" they are. This should also come into play during spring training and returning from an injury.

No, low-stamina relief pitchers (some in historical mode literally have 1 stamina) will be gassed after 1 inning.
