Ratings differences between multiple screens (scouting is off)

So I've been seeing an issue with OOTP 24 for most of it's release where I am seeing quite different ratings between screens as seen in the attached screenshots. Scouting is off and these aren't the difference between SP and RP as you will see.

Prospect Pipeline screen says one thing, then so does organizational minor league screen. Then I click into the player screen and it says one thing. Then I click scouting it says something else but THEN when I back out of scouting it says something different again. Which one is the truth....

SP Dan Bregman is the player in question here.

?? It looks like the scouting and player page X2 each say 18/7/7 [I gather this is a 0-20 scale, which I have never seen.]. The only difference is an extra star for potential.

You say scouting is off; but there are multiple past scouting reports showing the evolution of this player. I don't play with scouting off (nor do I walk around with a blindfold on), so not sure what information (if any) you would normally expect. Other posters have warned that, with no scouting, ratings can be "all over the place" (Airplane reference).

There are differences, albeit small ones, in the potential ratings. Just makes it a little tough for someone to judge when dealing with trades etc.

I DO consider this to be an issue (and a longstanding one at that) with the game's mechanics. At this point I have little confidence this can be fixed. I have been going on and on about this and similar scouting discrepancies (some of which have been fixed) for over a decade.

It's my opinion that if this could have been fixed, it would have been. I know that's not a great explanation, and not likely what most people want to hear, but I believe it to be the reality of the situation.
