Free agent personnel gone when doing expansion

I'm trying to do a 2 team expansion in standard MLB game. I use the expansion draft wizard, create my 2 teams but then when I take over as GM for one of the teams there is no staff to hire, everyone has disappeared.

Any idea if I'm doing something wrong during set up?

There's a button to create personnel on the personnel list page. At least there is in 23.

Yes, once I go into commissioner mode I am able to create fictional staff but ideally all the regular free agent personnel would be there.

I've also realized I can search for free agent staff (for example John Gibbons) and offer them contracts that way, but it's still strange no one shows up when I go to the free agent personnel page.

They addressed the problem by adding a button. Its not an elegant solution but it works.

a button for what?

I have not seen the issue where free agent personnel are hidden from the user of the expansion team.

I ran into a situation with a newly created save where there were no trainers. The button to create personnel fixed the problem.

Make sure you have the list sorted correctly. I don’t have the game open right now, but I bet you have it sorted in a way that it is not showing those available.

I've often used the "Staff Search & History" selection from the Manager drop-down and no one is there nor shows up clearing the filters. And then I realize, oh yeah, that goes directly to the "Staff Shortlist" screen, not the "Staff Search" screen like it implies. Maybe the same is happening for you? You can either click on the tab afterwards or use a bookmark instead.
