Bench When Fatigue % not working as intended?

I've noticed since my online league's switch from 21 to 22 that I frequently find my players' rest status down in the 70% range even though I have their game strategy set to Bench When Fatigue is 90%, with a primary backup set to start When Starter Tired. Not sure why this isn't happening, but I'm having to regularly bench players for a single day at the start of each sim to force rest them.

Any thoughts?

Simplest reason I can think of is not enough available subs/too many starters @ 90% or less. I do it manually and if I waited for 90% I'd have 2-5 at that. I let durable players go to 85% with seemingly no problems.

The backups are set to When Starter Tired and the backups are not being used when the starters' fatigue drops below the threshold set in Bench When Fatigued. This should not be "the game working as designed" - if it is designed this way, then what is the point of the Bench When Fatigued feature?

I have a catcher at 58% right now that was not subbed for despite having a Primary and Secondary backup both set to If Starter Tired.

It's not unreasonable for a player to drop from 90% to 70% after a game. Catchers tire more than others as well, and rarely can play more than 3-4 games in a row, so I think it might be possible for a catcher to drop from 90 to 58 in a game.

Remember, the "bench when fatigue" setting controls before a game, when to bench a player. It is not (and can't really be) a "please don't let my player's fatigue ever drop below X" (mostly because if you start a guy in the game, there's multiple factors that determine how far it will fall after the game).

If they're still not sitting while in the 70s or 50s or whatever, then there may be something else at play. Do also keep in mind that the bench setting essentially is only a factor when depth charts are used. So, for example, if you have 7-day lineups set and have it set to ignore the depth charts, then the players will start regardless of fatigue until they are truly exhausted.

Resting guys when fatigued seems to be working OK from my perspective; the only time I ever see guys starting games when they're under 85% (I think that's the threshold?) is when there's one player covering multiple positions and that guy is already filling in somewhere else (or when I manually set the rest threshold to something lower than 85%).

One unrelated bit though: this probably gets into the territory of unnecessary complexity but instead of resting guys in position order, I'd like to see them rested in order of how hard the position is to play per the defensive spectrum. What I mean here is, if you have this set-up:

2B: Bob Davis - Joe Backup (when tired)
3B: Al Superarm - Joe Backup (when tired)
SS: Flashy McFlasherson - Joe Backup (when tired)

...and all guys drop below the threshold at once, Joe Backup will replace Davis first, then Superarm, then McFlasherson. What I'd prefer to see if McFlasherson first, then Davis, then Superarm, so you're resting the guys who play the hardest positions the most / first. Alternatively / maybe additionally, rest them in order of who is the most fatigued, with the tie going to the harder defensive position.

I also realize this would significantly complicate how resting is handled (where I'm sure the AI just goes down position by position, asks "is this guy tired?" and then puts in the backup if he is) but it would be more funner

I am not using 7 day lineups. I also am not force starting anyone.

Their fatigue is lower than the cutoff i have set prior to a game beginning, and they are being inserted into the starting lineup.
