Jerseys being overwritten by generics

I have searched the forums for this question but I haven't been able to find a good answer, so sorry if this has been asked before. I've been creating logos/jerseys/caps for a league and even when the file is named correctly and I use the create a team picture to force the game to update the image it keeps overwriting the image that I have in the folder with a generic blank image. I've tried checking the box that says Lock team logos & textures but that doesn't seem to help.

Any help on what causes this? It's an online league that I'm not commissioner of, but I've been helping out by working on updating the logos to match the era. It's a historical league that is in 1992. A ton of the images are in the Historical MiLB collection that I found on here, but I'm just going through and updating the ones that are not correct.

Did you ever figure out what was causing it? If so, were you able to fix it? It's really aggravating and I wish I could figure it out.
