Could someone explain power rankings

I struggle to understand what it all means

Power Rankings should represent which are the best teams in the league at the present time, so it’s a combination of overall season performance, and recent weekly form. In brackets next to each team you’ll see either a (+), (-) or (o), which is gained, lost, or no change in the last week.

1 + or 1 - sign means the team moved up or down 1 spot in the rankings from the previous week.

2 + or 2 - signs means they moved 2 or more spots up or down from the previous week.
