Draft Order Ties

I searched and no one has seemed to ask this question directly in six years around here...

How does OOTP determine draft order when there is a tie amongst teams regular season records?

I don't think it's alphabetical. It's either based on team number or something else esoteric, but surely we could get a definitive answer by now.

Head to head is the first determining factor. Not sure after that because the few times I've had ties they were resolved with factor #1.

I believe I can verify the first tiebreaker from experience...though its been awhile.

I break ties myself. I am the Commissioner, after all. I give the better position to the team with the lower budget. Second tie-break is lowest payroll.

MLB does it by previous season record and I thought OOTP did that too.

I would think Markus would shy away from that since MLB doesn't have to deal with that scenario in its first year of existance, unlike all OOTP universes; though I do recall identifying the tiebreaker in many a league's first season.

Only Markus has the (insert Germany word for key).

My impression had been that in OotPB the first season was based on record to date, and all subsequent seasons were based on the previous full season's record. Before this thread was started it never occured to me that the tiebreaker was anything other than random chance.
