Most banks that deal with merchants have enormous amounts of coin on hand at all times. I've actually carried a box of change into a bank from my workplace and exchanged it.

As for it being a joke, I'm pretty sure it is. I remember a story (I don't have a reference right now) about Don Drysdale paying a $50 fine by dumping 5000 pennies on home plate before a game. If I'm remembering the story correctly, the umpire made Drysdale redo the rolls for every single penny.

Rob Neyer also traced the above story in his book on baseball urban legends that came out this year. IIRC he came back "I don't think this is true". Interestingly, there are several stories in there that he was able to verify, and some of them seem like whoppers at first glance as well.
