I simply use a circle paintbrush of size 146 for the outside circle. So in your example logo, I'd start with orange, then reduce size of brush and change color to black and paint.

What kind of program are you using? Paintbrush is the way to go with circular logos.

if your using a photoshop or gimp program, you can also use the "stroke" feature.
