Is OOTP25 free to download now with OOTP26 out? Where can I find license key for OOTP25?

You can no longer purchase old versions of the game once the new versions come out.
You can download installers of previous versions, but unless you've already purchased a license for them, their only use is to convert leagues to newer versions or as limited demos.

But if you have a game that is in a version prior to OOTP25 and want the OOTP25 game to merely import an OOTP 24 game enroute to migrating to OOTP26, that is possible here:
https://www.ootpdevelopments.com/ootp-prior-version/ But as kq76 states, there are no licenses to activate the OOTP25 game. It is just on the site above as a waypoint so people can get from prior versions forward.
