Montreal Expos
If i started a historical game as the Expos say in the mid-90s... will their move to Washington happen without me having any say?

There's a setting for that and I think it defaults to moving teams.

Why do people use different players, different lineups, different strategy, development, talent change randomness, and the development lab, but judge the game on whether it produces historical statistics? |

It's a Historical Game Setting. From the manual:
Historical Progressing Settings Historical Progressing Options control how your league behaves between seasons. Automatically expand league (toggle on or off): Automatically expands your historical league at the precise time that real-world leagues expanded. OOTP will automatically handle changes in team names, nicknames, league structure, etc. If you turn it off, you will need to manually create Tampa, Arizona, Colorado, Florida, etc. You may also need to manually add the NL DH rule to etc.

Yes, it should just then be the DH rule, Collective Bargaining evolution, rule changes, etc. that you need worry about. Without the auto-evolution on, 2005 will come and the game will not consult the database to move the team.

If you turn evolution off, I believe you will also not get new ballparks |

You can manually change all of that; additionally, uniform changes will happen so long as you’re using a good uniform set.

Interesting thread, one thing I have noticed is that the Indians do not revert to their name in historical mode and remain the Guardians.
How do you account for that and make it realistic? |

The removal of the old name is a requirement of the Guardians team and all usage of the MLB license is conditioned upon it. No MLB License and, well, we'd be changing all the names every year. There was a time that's how it was here...

But if ONE team name is bugging a user, that user could just change it in that team's Settings tab, right?

Yes, but if historical auto-evolution is on though, the game will consult the file to get the correct name for the next season though. So, Florida becomes Miami, Braves become Rustlers, or Bees, or Braves, etc. as they did per history. So, you'd have to change it each year with evolution on. In Montreal's case, each year as commissioner, you'd go to the Team Settings and change the city, name, ballpark, etc. (remember to hit enter after each change). It's not terribly hard but more a pain. Then when 2023 comes, it will stop changing so you can put the Nats back in Montreal or move Oakland to Vegas and there will be no historical file for the game to consult to overwrite those changes.
