Scouting Director: "Inexperienced" rating?

I have a scouting director who is a former star player in my online league. A previous owner signed him out of desperation because they had no scout.

They are rated:

Scout Majors: Inexperienced
Scout Minors: Outstanding
International: Inexperienced
Amateurs: LEGENDARY

Will the inexperienced ever go up? He's been a scout for two years, I imagined his proficiency would raise with experience.
