Is there any guide how to select coaches and managers from available personnel?

There's a lot of good stuff here, really the manual is your best friend for most things. There are also some interesting forum and reddit threads, especially about how to select players and coaches based on "focus".

Just reading through myself. Here are interesting tidbits new to me:

Bench Coaches have the same personality, style, and strategy ratings types as managers. Their training effects on players are slightly different, focusing more on running and fielding than other areas.

Experience does not directly impact ratings in the game. It does, however, affect the amount of money a coach will demand in a contract. If two coaches have identical ratings (which is very unlikely) and one has 10 years of experience while the other has 2 years, the only difference between the two will be the amount of money they demand.

Personnel can learn and improve their skills over time. Unlike player ratings, personnel ratings cannot decrease with age. There are no potential ratings for personnel, so there is no way to know which personnel will improve, or by how much.

Kind of a personnel question.. Lets say i want to do a non-league to legend type approach. I start as a rookie club manager. Am I allow to hire my own staff like my own teams pitching, hitting coach or would the manager of the MLB overturn my hires and hire someone else?

You have no control over hiring/firing of coaches. The GM of the major league club handles that. He also handles signing/releasing and all movement of players. I know there is a setting that you can have the minor league coaches handle the signing/releasing of players. I have never tried it, and the GM might reverse it when you reset the "act as" to none, but it's worth a try if that is something you want to do.

If you REALLY want to hire your own coaches, I think you could "act as" GM of the major league team of your organization and fire the existing coaches and hire the ones you want, which amounts to a pitching coach and hitting coach for minor league teams. IF the "act as" does not work then you will have to actually resign your manager job with the rookie team, take the major league GM job, hire those coaches, resign from the major league GM job and re-up as the rookie manager with the coaches you wanted.
