Posting Fee (Accounting)

Haven't seen a post specifically on the accounting of the posting fee in OOTP. From what I can tell, it appears the posting fee does show up in the budget of the team that receives it immediately as a lump sum.

What I cannot see, is how it's subtracted from the team that paid it. It almost looks like the team has the amount smoothed out over a period years, rather than taking out as a lump from. Is this intended behavior?

Not a complaint, just trying to get a definitive answer on how it's supposed to work. (The manual for this section hasn't ever been updated since the feature was adopted.)
