Seattle Pilots

Say I wanted to manage the seattle pilots through the 70s but wanted everything else in baseball to expand the way it had historically. Is there a way to have expansion work normally but to exempt a single team, like the pilots, from contracting?

Yes. You can let history create the Pilots as normal, then turn off the feature that controls history automatically. Then they'd remain as-is.

You would have to manually expand in 1977, '93 & '98

The Seattle Pilots didn't contract; they moved to Milwaukee in 1970 and became the Brewers.

I have found that offseason changes to different team names & cities don't show up in league or team history unless the team actually plays games under that name/city. Eg, if you decide to change the Oakland A's to the Oakland F's on January 1, but then change them back to the Oakland A's on January 2, the F's team name won't show up in history afterward.

So, let history take its course, and when the time comes, manually re-set the Milwaukee Brewers back to the Seattle Pilots. Then, when the Mariners come along, manually change the settings to make them the Milwaukee Brewers. (Unless you hate the city of Milwaukee & want Seattle to have two teams for some reason).

Adjusting those two teams manually will be a lot easier than having to set up the entire '77, '93 & '98 expansions by hand.

I'm aware, sorry I phrased it incorrectly.

Millie, seriously? If Jerry didn't get it right, what makes you think Millie would have been able to help?

For a serious answer to the question, it's possible to use a custom historical database to pull this off.

(Of course, replacing Milwaukee with Seattle unbalances the divisions from 1972-76, so Texas has to stay in the East, but that's a minor concern.)

You could move Chicago or Minnesota to the AL East since both are east of Texas.
