Team Financial Question - Fictional World

I am in the process of creating a fictional world utilizing the NCAA logo packs/mods available (thank you to those who put in that work).

Anyways, I've actually gotten farther than I ever have before in regards to creating my own fictional world, but here is where I am stumbling.

I created a $100 million hard salary cap, but gave teams plenty of cash so they'll never run a deficit and all owners are actually giving their teams higher budgets than the salary cap. However, in the tests I am running I have teams with payrolls as low as $35 million and they run all the way up to $99 million. What option am I missing which will allow all teams, regardless of market size (I'm guessing that s an issue?) to spend up to the cap if they have the cash?

For example, looking at the Clemson Tigers on the finance page:

Budget - $130 million
Player Payroll - $37,040,000
Money for FA - $57,610,200
Money for Extensions - $65,210,000

If there is a better way to institute a salary cap, I am all ears. I'll take all the help I can get.

I found this post while searching the forums. I PM''d the author to find out if it's ok to use for solo leagues since he mentions online several times in the post. Anyone else use something similar? I realize this isn't a fix for my "salary cap" but it does close the spread.

Market Size determines Budget, Budget determines Payroll. However there are other factors like Team Strategy. In your Clemson case it could be that they "Favor Prospects" and have a bunch of young studs. Meanwhile your Cap team may "Favor Veterans" so they'll be spending all of their Budget and to the Cap.

I create a flat league by making the national tv money static, killing local money and merch money and standardizing ticket prices and stadiums. But that's extreme, I know.
