Withdraw Offers
Using latest patch...
You can not withdraw your offer on a player once you are no longer the leading bid on that player. You should be able to withdraw your offers at any time.

******! This has burned me twice in 2 days now, once for a small contract and once for a big fat contract I changed my mind on. If you can't withdraw your offer and the leader withdraws their offer, once the sim is run you become the best offer and the player might sign with you. This sucks.
