How do you create a online league?

I have had this game since the day it came out. And i have been wondering how you go about making an online league? Any help would be appreciated.

One way:

With not much thought on how the league will work, you advertise the opening of your league on these boards and invite others to join.

Probably a much better way:

First you play in online leagues, get an idea how they work, maybe even help out the commish at times. Then you get an idea of how you could make a unique league that people would be interested in participating in. You gauge the interest of the online community here. If you get a warm reception to your idea then you set out the rules of the league and all that stuff, make a website, etc. Then you advertise the opening of your league on these boards and invite others to join.
