bought OOTPB 6.5 says I don't have elicense for 6.0

I've been playing 6.0 for a weeks, and I just downloaded 6.5 and payed for the elicense. But when I tried to "Run" 6.5, I get an error message that my system does not have a license for 6.0. Why is this?

Did you uninstall 6.0? I don't think I did.

You must have 6.0 installed to run 6.5, since it is an expansion. Did you uninstall 6.0?
