Ballpark Change Rules

I'd like to get an idea of what rules leagues have for members changing their ballparks and hopefully the reasoning behind those rules.

Do members get a free change? If they do, is it only within a certain time period?

Do you have restrictions on the capacity? Must it fall within a certain range or must all ballparks in the league have the same capacity? What is your number or range?

Do you have restrictions on the factors? If they must fall within a certain range, what is that range?

How much does it cost? Is it a fixed price like say 10M no matter what you want to do, or does it vary depending on the change in capacity or factors? If it does vary, are the units counted from some number like say from 100 for the factors or are they counted from the existing number? That is, say it's 1K per point change and you want to go from a factor of 75 to 125. Would the cost be 50K for that ((125-75)*1K) or 25K ((100-75)*1K)? If you do use a cost per unit change, what is it?

I believe capacity and factors are the only ballpark settings that affect the game. Is this correct?

Do you have any ballpark change rules not covered in the above?
