Not exactly, no. That 6th guy was acquired at the trade deadline and replaced the former 5th starter in the rotation, who then went to the minors before coming back up in September to work out of the bullpen. So it's actually 33,32,31,26,30 in the five spots when you combine the last two guys, since they held the same spot in the rotation.
Teams only start a 6th pitcher when they have to, whether its due to injury, ineffectiveness, or a trade. This is true in both real life and in OOTP.
