I am 99% certain that's how it works. Can someone confirm?
I do know, however, that this is the reason why the Cubs didn't lose the #3 pick in the most recent MLB draft after signing Soriano (or was it Lilly?) this past off-season.

Which blows. The compensation pick was one of the main reasons I didn't personally try to re-sign Soto. Oh well, it turns out it was a gamble I lost. Life goes on.
That said, OOTP shouldn't have told me I got the pick when I didn't. Sigh. I think they fixed the compensation thing to be in line with MLB rules w/ OOTP 2007 but didn't notice/consider/change the notification of compensation thing.
Alas, poor Dover. My plans for a quick turn around just took a turn for the worse
