Editor Dev Lab Program in Commissioner Mode

It looks like with the most recent patch, we are no longer able to run a development lab program in the editor to adjust player ratings -- even in commissioner mode. Hopefully this is a quick fix.

Thanks Matt, this is actually a very nice change. It was annoying to cut a player everytime I wanted to assign someone to a rehab start. I appreciate the follow up as well.
