I'm at work so don't remember the exact name of the tab, but rather than free agents are they being posted to the International Free Agent list?

It's a different tab on the same league...

What's the procedure for downloading? I've saved it into my OOTP 08 folder, but even when I look at it using WinRAR it only shows two folders, "Data" and "Uninstall". It won't show the downloaded...
