How to restrict trading??

I've posted on here before about how to set trading off in OOTP9. I've turned off the "Enable Trading" option in League Setup - Rules but the computer is still making trades. I don't understand? ...

I am new to OOTP and was wondering if it is possible for you to turn AI trades off? I see where you can set the frequency (which I set to Very Low) but I don't see where I can restrict it completely.
