How to restrict trading??

I've posted on here before about how to set trading off in OOTP9. I've turned off the "Enable Trading" option in League Setup - Rules but the computer is still making trades. I don't understand? I've turned off all suspensions, injuries, etc, and all teams have 40 man rosters so there should be no reason for the teams to trade amongst each other (I put together 30 teams of all time-franchise greats and just want to sim complete seasons).

What am I doing wrong?

This is a tough one. The only sure way of shutting off trading is that option AFAIK.

However, I did think of something. This is how the manual describes the option:

If this option is enabled, players can be traded. If this option is disabled, no trades are allowed in the currently selected league.
I bolded what might be the answer. When you are on the Rules and Options pages, what you select applies for the league in focus. You can see what that is in the bar right under the tabs in League Setup.

So, let's say you have more than one major, independent, or international league (the trading option does not appear for affiliated leagues). If you have the wrong league in focus, you are applying the option, or in this case shutting it off, for the wrong league or for only one of your leagues.

Sorry, I know this is weak but it's all I could think of.
