Thanks to TC Dale on the Off Topic forum. If you're looking for a free graphics software to do logos or uniforms, you might try:

Layers, text, various file types. Sounds like it would work just fine.

Bump to the top. There seem to be a lot of logo requests and not enough logo makers. Hopefully, a few guys can make use of this software and get in the logo game.
