Can't start the game?

This one is weird.
I double click on the icon and the hourglass pops up and then dissapears and the game does not open.
Very weird. Im thinking it must be some sort of graphical thing because OOTP5 will not open either nor will ITP or TBCB

In XP: Control Panel>Admin Tools>Services. Make sure LicCtrl is enabled.

Thanks Steve, that got it.
I was messing with that stuff today trying to make my system faster and must of disabled it.
