OOTP 6 has never loaded for me

I apologize if the picture goes unavailable, but here is a link to what it has said every time I try to run OOTP6. I have never gotten it to start up.

Here's what it says if the pic does die:

Sorry, could not get a liscense at this time.
Please try running this program later.

As I have said, it has never started up.
I'm running WinXP Home Edition SP1, 15+ GB HD space remaining, GeForce 2 64MB video card, P4 1.8, 512 MB RAM, 1024 display w/ 32 bit color.

Also of note, when I first DLed OOTP6 and I tried to run it, it wouldn't even bring up that screen. It wouldn't load anything at all until I change compatability to Win98.

Any help would be appreciated, thanks.

-Andre

[EDIT]
May as well say this, also. Everything I stated here also applies to ITP.

This is a license issue, Via Tech handles all of those. This is from their web site:

23 (Purchase process only)This error only occurs during a desktop purchase, and means that the name and address you supplied does not exactly match the records for your credit card. You need to enter the name and address exactly as they appear on the credit card statement.

That's the problem... I've never supplied any information at all.

The first time I ran it (after putting it into Win98 compatibility), it brought up that screen, and it's done that every time since.

All right, so I decided I'd DL it again and buy upfront from the cyber store instead of using the desktop launcher to buy it.

I've supplied the correct info, re-installed it, and it's still giving me the error... except this time I've paid for it...

Have you turned off some WinXP services recently? One of the times I did I turned off one called "LicCtrl Service" and I was unable to get OOTP to start without it.
