Question about in-game generation of player pages

I've been looking through ways to generate retired player web pages and to my excitement, I found in my almanac files that there were nearly 63 player pages for retired players (after season 5). I looked at the news report to find 74 players retired. I think, okay, no biggie, probably 11 players never made it to the bigs.

*BZZZZT* Wrong!

I opened all 63 files up only to find these are files of players who retired over the last 5 seasons. So now I start thinking, why would these 63 guys get pages created while the rest don't. Maybe it is based on years in the majors.

Guys on the career leaderboard? Logical answer, right?
*BZZT* Found a guy who never played in the majors.

So, what determines if a retired guy gets his page created? Anyone?
Also, since OOTP already creates these pages, is there any way to get ALL of them created? I know there is no in-game button that does it and I haven't seen a utility that would do it either. The fact that some are being created and some aren't has me totally baffled and I hate to spend a lot of time trying to write a utility that will let me generate the retired player pages if someone else already has a good start (or completed method) of doing it.

ps. Steve/Markus, if you could at least give me an answer about why the game creates some of the players, it would be super-neato (and helpful).

Not having used Catobase as an administrator (but have used it as an end-user), is there a way in Catobase to get this list?
Our league does use it.
