Cannot enable finances

I've just started a new league (about 20 games in) when I discovered that the Finances were not enabled, I've tried to enable them by going into League Setup/Finances but it will not change to enabled, what am I doing wrong?

Playing "manager mode". Go to the mods forum and d/l the mm utility.
