Randomize cities problem

I edited my cities.dat file, in a similar fashion to how I edited it in OOTP5, but the game crashes when I attempt to use the "randomize cities" function in the "create league" screen.

It does, however, work just fine with the original cities file.

My system specs are as follows:
XP Home Edition
P4 2.60
512 RAM

Can anyone clue me in as to what I might be doing wrong?

Some additional info:

The error message reads as follows:

The instruction at "0x77c43283" referenced memory at "0x0142400". The memory could not be "read."

Here's my new question:

The list I edited is shorter than the original "cities.dat" list. Could this be the root of the problem?

Not all .dat list files can be edited.

I honestly didn't think there would be a problem with this particular file, because I've edited it in both versions 4 and 5.

I'll just have to figure something else out for what I am trying to do. Thanks for the help.
