CSV export/import questions

Hello all, I've been around ootp leagues for a while, but version 6 is the first version I've bought so far it's exactly what I've wanted. It's been a month or two, and now I've stumbled upon something that seems like it could be very useful if i knew excatly what it's purpose was and how to use it.

The CSV exporter for rosters, ratings and general..can someone explain this to me, is there a utility I need along with this to download any help would be greatly appreciated. (Basically wondering if it creates plaeyrs outside of game, can it edit previous years stats?)...anything would be great.
