the "baltimore" chop

What makes a chop hit in the short infield called a "baltimore" chop? I mean that sort of thing happens everywhere so why was it named after baltimore?

If I remember the story rightly, early 20th-century Baltimore was the first team that systematically employed the use of it. So people named it after them.
