Offseason Skipped FA and Spring???

I completed my first season. Once the offseason started it went to the Rule 5 Draft No problems here. Then once it was completed it stated spring training can begin. I cannot find anywhere where it will like you start or do your allocations for spring and what happened to the Free Agency???

I can sign Free Agents

I tried simming the next day then the rest of Jan to see if it would catch and pop something up for the FA no luck.

Any suggestions and has anyone else had this problem?
