Display problem?

I recently dusted off my Oakland dynasty in OOTP3, but there is a problem with the display that was never there before. Each time the screen refreshes (after I click on anything) there is a 1/2 inch by 1/2 inch 'carry over box' from the screen before. When I click outside the weird box, the problem goes away, but it is a pain to have to do that each time I set my lineup, move players, etc, etc. Anyone know a fix for this?
windows 98, no recent updates to any programs, and I have the latest patch for OOTP3.

Have you updated your video card drivers and have direct X7 atleast installed on your computer?

yes, have latest version of direct x installed. Game worked fine 3 months ago, but first time I started it up in December, this annoying thing appeared...I haven't touched my video card

This sounds like some sort of system issue and not a game issue.
